REGULAR MEETING OF THE COMMON COUNCIL 
TUESDAY, MARCH 9, 2010 7:00 PM

 

 

CALL TO ORDER:  Mayor Huntley 7:00 P.M.

INVOCATION:  Mr. Dan Berkey.

PLEDGE OF ALLEGIANCE:  All in attendance.

ROLL CALL:  Mayor Huntley, Vice Mayor Cowell, Council Members Anderson, Kelley, Lizarraga, Lukkasson and Winslow.

STAFF PRESENT:  Town Manager Alex Taft, Town Attorney Walsma, Town Clerk Karen Norris, Procurement Clerk Julie Pieper, Police Chief Jeff Gilbert, Public Utilities Director Rob Troxler and Al Johnson C.B.O.

REPORTS & ANNOUNCEMENTS
Town Managers Report regarding RV Sales – Alex Taft.

Mayor Huntley reports on the Rock-A-Zona that took place in the park on Saturday.

Ms. Rain Golden-Bear of Proud Neighbors of Quartzsite reported on the success of Rockin in Quartzsite.  She thanks everyone who was involved and the community for their support.

Pastor Bruce Swart reported on the Annual Bluegrass Festival that was held February 26th and 27th.  Pastor Swart also reports on a mobile food kitchen that will be open for breakfast starting on Tuesday, March 23rd.  Breakfast will be a $2.00 donation and free if someone just does not have the money.

Ms. Eileen Auster of Arizona Western Collage announces AWC is here and now open.  They offer academic classes and people can register as early as April 19th.

CONSENT AGENDA:
1.  Accounts Payable (Check Series: 29834 – 29897/Total=$281,599.53).
2.  Approval of Minutes of Regular Meeting of February 23, 2010.

Council Member Kelley motioned to approve Consent Agenda as presented.  Motion seconded by Council Member Anderson.   Mayor Huntley calls for the vote.  Vote – 7 in favor.  MOTION CARRIED. 

NEW BUSINESS:  
030910 – 1.  Discussion and possible action to give letter of support to the Arizona Sun Riders ATV Club.

Mr. Richard McGill, President of the Arizona Sun Riders ATV Club explains their request for a letter of support to Council.  They are concerned with possible closures of the BLM desert lands in this area.  They want the Town’s support in petitioning BLM to keep the riding trails open, or at least some of the trails.  Mr. McGill explains the difficult time they have had dealing with BLM and how they would like to be involved in keeping the trails open and mapped.  Mayor Huntley motioned to send letters of support to Congressman Grijalva and to anyone else they (Council) can think of, in support of Arizona Sun Riders ATV Club.  Motion seconded by Council Member Kelley.  Mayor Huntley calls for the vote.  Vote – 7 in favor.  MOTION CARRIED.

030910 – 2.  Discussion and possible action regarding Change Order letter from Kennedy Jenks regarding Wastewater Treatment Plant Expansion.

Mr. Rob Holt of The Holt Group comments on the history and background of the Wastewater Treatment Plant Expansion Project.  Mr. Fred Goldman discusses with Council his company’s reason for the Change Order.  Open discussion with Council regarding the Town’s contract with Kennedy Jenks for this project, costs, ADEQ (Arizona Department of Environmental Quality), aquifer protection permits and the Change Order.   Mayor Huntley motioned for possible action regarding Change Order letter from Kennedy Jenks regarding Wastewater Treatment Plant Expansion.  Motion seconded by Council Member Lizarraga.  Vice Mayor Cowell calls for the question.  Town Manager Taft requests the Mayor to clarify his motion, to approve or disapprove the Change Order.  Council Member Kelley motioned to amend the Change Order to disapprove the extra money to go to the Wastewater Treatment Plant Expansion.  Motion seconded by Council Member Lizarraga.  Open discussion regarding what happens if Council does not approve the Change Order.  Mayor Huntley calls for the vote.  Vote – 7 in favor.  MOTION CARRIED.

030910 – 3.  Discussion and possible approval to remove stop signs from Sunrise Street and move to Smith Street.

Police Chief Gilbert explains to Council and to the public why this request to move the stop signs is before them.  Council Member Lizarraga motioned to approve to remove stop signs from Sunrise Street and move to Smith Street.  Motion seconded by Mayor Huntley.  Mayor Huntley calls for the vote.  Vote – 7 in favor.  MOTION CARRIED.

030910 – 4.  Discussion and possible approval to install 4-way stop signs at Plymouth Avenue and Quail Trail Street.

Police Chief Gilbert explains to Council and to the public why this request for a 4-way stop at this intersection is before them.  Council Member Kelley motioned to approve to install 4-way stop signs at Plymouth Avenue and Quail Trail Street.  Motion seconded by Council Member Lukkasson.  Mayor Huntley calls for the vote.  Vote – 7 in favor.  MOTION CARRIED.

030910 – 5.  Discussion and possible approval to seek GOHS (Governor’s Office of Highway Safety) Grant for video cameras in patrol vehicles.

Police Chief Gilbert explains this grant request to Council.  Council Member Kelley motioned to approval to seek GOHS (Governor’s Office of Highway Safety) Grant for video cameras in patrol vehicles.  Motion seconded by Council Member Winslow.  Mayor Huntley calls for the vote.  Vote – 7 in favor.  MOTION CARRIED.
030910 – 6.  Discussion and possible approval of Memorandum of Agreement with Willpower Inc. regarding animal shelter.

Town Manager Taft explains this is an agreement of mutual assistance between the Town and Willpower Inc.  Ms. Taft explains she is the Director of Willpower Inc. and she receives no funds at the Director.  Council Member Winslow motioned to approve the Memorandum of Agreement with Willpower.  Motion seconded by Council Member Kelley.  Mayor Huntley points out one change in the agreement which is regarding cancellation for conflict of interest.  Mayor Huntley calls for the vote.  Vote – 7 in favor.  MOTION CARRIED.

030910 – 7.  Discussion and possible appointment of Heidi Turner, Finance Director, as Designated Agent for Arizona Emergency Management.

Ms. Julie Pieper explains to Council the details of this appointment and reason for a designated agent.  Council Member Kelley motioned to appoint Heidi Turner, Finance Director, as Designated Agent for Arizona Emergency Management.  Motion seconded by Council Member Winslow.  Mayor Huntley calls for the vote.  Vote – 7 in favor.  MOTION CARRIED.

COMMUNICATIONS/PETITIONS & CITIZEN COMMENTS: (call to the public)
Mr. Les Palm, property owner on Targa Trail addresses Council regarding protesting base fees (water/sewer) for vacant land.  Mr. Palm comments regarding the power poles that need to be moved from the road.  Mr. Palm also comments regarding meetings he has had with the previous Town Manager regarding these issues.

Ms Ann Borne states she lives on Targa Trail also and she is having the same problems as Mr. Palm has stated previously.  Ms. Borne comments on the condition of the road in that area also. 

Mr. Elmer London states he lives on Targa Trail and comments regarding the development of that area.  Mr. London comments regarding people knowing the conditions of this area when they purchased the properties.
